State Biz Aid Stops at 1 Billion
The government established the criteria on Friday for micro, small and medium business, which can receive government aid. Micro business has turnover up to 60 million rubles (without VAT) and up to 15 employees. Small business has turnover to 400 million rubles and up to 100 employees. Medium business is up to 1 billion rubles and 250 employees.
Under the law “On the Development of Small and Medium-Size Entrepreneurialism,” passed in the summer of 2007, the state will create develop programs and support councils and partially finance for R&D for the sector. The size and financial guidelines are new though, and not free of controversy. “A billion-rubles ceiling is too low,” said Yury Nikonov, member of the general council of Business Russia. It is not yet known how often the government will index the monetary definitions of the businesses. Inflation will create significant changes.
