Moscow Most Expensive for Foreigners
Life in Moscow is almost 50 percent more expensive for foreigners than in New York, Shanghai, Amsterdam or Madrid, according to a comparative account made by the Mercer organization and published in London. Using New York, the most expensive city in the United States, as the point of comparison at 100 points, Moscow received 142.4 points. Moscow has been topped that rating for several years now. New York fell in the rating from eighth place last year to 12th this year.
Tokyo ranks second on the list, followed by London. Oslo has moved up from sixth to fourth due to the rising price of oil. The least expensive foreign capital for foreigners living in it is Asuncion, Paraguay.

Mercer compares more than 200 goods and services to form its ranking. Among them are the cost of housing, transport, food, clothing and entertainment. Comparisons are made in the price segment that a middle manager living abroad would expect to be active.
