The plan was elaborated by German government, RIA Novosti reported with reference to representative of Georgia’s cabinet.
The details haven’t been disclosed yet. According to German media, the first stage provides for some annual actions to restore trust between Georgia and Abkhazia, seal an agreement on non-use of force and enable Georgia’s refugees to return to the places of permanent residence in Abkhazia.
The second stage is the start of rebuilding funded by Germany and other donor-countries, while the second stages provides for determination of Abkhazia’s political status.
In Tbilisi, Steinmeier will meet with Georgia’s President Mikheil Saakashvili, Parliament Speaker David Bakradze, Foreign Minister Ekaterine Tkeshelashvili, who completes her French tour ahead of schedule and returns to Tbilisi early July 17.
The plans are that Steinmeier will go to Sukhumi after Tbilisi.
A part of Georgia in time of the Soviet Union, Abkhazia declared independence after the USSR collapse but none of the states has recognized it so far.
